Technology Costing Methodology (TCM) CD-ROM WCET and the National Center for Higher Education Management Systems
The Technology Costing Methodology (TCM) is a set of step-by-step procedures that enables institutional leaders to analyze the costs of alternative modes of instruction. In April, a CD-ROM containing new and updated TCM products was released, including: TCM Handbook, Version 2.0 (step-by-step procedures), TCM Casebook, Version 2.0 (reports from pilot studies), TCM Tabulator, Version 2.0 (spreadsheets for applying the procedures), TCM Tabulator EZ (a easier-to-use set of spreadsheets), and TCM Tutorial (interactive tutorial to help users get started.) A FIPSE grant supported the development of TCM. The TCM CD-ROM may be ordered at http://www.wcet.info/projects/tcm/.

Websites
No Significant Difference Website Created by Thomas L. Russell, hosted by WCET
The No Significant Difference (NSD) website is designed to function as an ever-growing repository of comparative media studies in education research . The primary purpose of the website is to expand on the offerings from Thomas Russell’s book, “The No Significant Difference Phenomenon,” by providing access to appropriate studies published or discovered after the release of his book. In addition to studies that document no significant difference (NSD), the website also includes studies which document significant differences (SD) in student outcomes based on the mode of education delivery (distance or face-to-face). The site is currently being redesigned by WCET and Thomas Russell for greater functionality and being moved to WCET for hosting.

EduTools Website Created and hosted by WCET
EduTools is a web site (www.edutools
.info
) providing independent reviews and objective information on e-learning products, courses, and policies. Based on Bruce Landon’s Landonline site, EduTools is best noted for its reviews of course management systems (CMS). The William and Flora Hewlett Foundation funded the development work on the site and allowed it to expand its reach. EduTools has moved beyond its CMS roots and has added: 1) reviews of learning object repository software, and 2) reviews of online Advanced Placement® and college courses. Reviews of electronic portfolio software will be added next year.

WCET Website Created and hosted by WCET
The WCET website (www.wcet.info) serves as a dynamic repository of e-learning resources for the higher education community. In addition to showcasing important topics in e-learning, the WCET website provides information about current WCET projects, professional development events, and membership and consulting services. The website is also host to the WCET Online Community, a web-based discussion forum that allows WCET members to share resources and participate in online discussions on various topics of interest.
